Concrete plants, quarries, and landfills in Travis County

A map of 80 heavy industrial and waste sites, built from Texas Commission on Environmental Quality (TCEQ) and EPA records and checked by hand. Use it to see what operates near a home, and to document location if you protest your appraisal.

Using location in a property tax protest

Texas appraisal districts value homes at market value as of January 1 (Tax Code §23.01), and buyers weigh what is nearby. If a plant, pit, or landfill operates close to your home and the district's comparable homes are farther away, that difference is a fact you can document and present.

  • Confirm it was operating on January 1 of the tax year. A closed site, or one that opened after January 1, does not fit that year's value.
  • Measure the distance from your home, and from each comparable home the district used.
  • Show the effect you can observe: truck traffic, noise, dust, or odor, with dated photos or video.
  • Don't claim a dollar discount you can't support. Texas doesn't require sale prices to be disclosed, so tie any value difference to comparable sales or an appraisal.

The evidence checklist covers how to organize this alongside comparable homes and condition evidence.

"Operating" means we confirmed the site is active through TCEQ's registry, the operator's current location list, or recent regulatory filings. "Active TCEQ authorization" means TCEQ lists a current permit or registration, but we did not independently confirm the plant is running.

How this list was built

We started from EPA's Facility Registry Service records for Travis County and kept only heavy industrial and waste categories. Each record was checked against TCEQ's Central Registry, operator location lists, and recent regulatory filings. Closed sites, duplicates, and miscoded businesses were removed: of 77 EPA records, 17 had closed, 20 were the wrong kind of facility, and 8 were mapped in the wrong place.

We then added sites EPA's data missed, from TCEQ's air permit database (concrete, asphalt, and crushing plants), its aggregate production operation registrations, and its municipal solid waste facility list. Sites with no permit activity in recent years were left out.

Many temporary plants are described in permits only by driving directions. We placed those by measuring along the roads named and checked them against appraisal district records, and they are marked as approximate. Where the directions couldn't be resolved, the site is left off rather than guessed.

Permits change. Plants close, temporary plants move, and new applications are filed every month. If you see an error, email support@lowering.tax and we'll correct it.
